Labour in Bihar would not have been burden in these crisis situation if proper government support would have been there.

The situation of pandemic has shown us several faces of each state and central governments and their people. They might be good and bad as well. This article is about Bihar where influx of migrant workers has been seen as huge burden on government in dealing pandemic as well as socio-economic problem arising due to no jobs.

Migration is because of two factors push and pull. Migration in Bihar is mainly because of push factor as there are mearge jobs available for people. Here government is considering migrants only those who are unorganised but this should not be case. Be it organised or unorganised sector if one is leaving their place they are qualified to be called migrants. There are several reasons for not having jobs in Bihar in either formal or informal sector.

One of the important reason is social stigma attached to government jobs. Government job people are worshipped and rest have very less reputation in the society. This reputation thing has become strong because of dowry system. Every level of government jobs have their rates be it IAS officer (who read Dowry is a crime) or group D job officers. So people who are going to IITs/NITs/IIMs and many other reputed Universities start preparing for jobs rather than carrying business activities. Business in Bihar is seen like if one fails to achieve anything then he is certified to do business. This is not the case in other state. Business is an art which if done correctly can boom the growth of place and provide huge employment to people. This is the time to change the thinking and support young top graduates to promote for doing business.

If somehow, some graduates take up task of job givers then the challenge comes is improper law and order situation. Goons ask for extortion money and many things. Young, educated people always want to be away from these type of things. They simply want to execute their business and live happily. This can be solved by strengthening administration system.

It is not like that people have not created firms. Anil Aggarwal, founder of Vedanta is the best example. This list is long but we need more lists to fulfill the need of our people. There are many sectors which are under developed and can be developed with proper policy and people participation. Some of them are tourism sector, FMCG products, sugar mills, Textile mills and many more.

It is the need of the hour for all stakeholders of the society to come forward and work for development of Bihar and stop such asset flowing from Bihar.

Amidst lockdown, women have to face more challenges in fighting COVID-19.

The country is in lockdown from 22nd March to cut chain of Coronavirus spread. This has led to many challenges among different actors of the society. However, women are facing more challenges.

The lockdown has affected livelihood of women in different ways. The fishing sector, maid sector, agricultural sector and many other sector employs huge number of women in informal ways. Due to lockdown they have lost their livelihood hence lost their mearge income. This has created huge burden on them to run their families.

Secondly, due to lockdown their husbands are at home and since they have also lost their job so they are frustrated. In this frustrating moment they are creating nuinsance at home. In simple words, there has been recent spike in domestic violence cases not only in India but globally also. This is really devastating for them to handle their spouses and at the same time handle their house-hold chores.

In India women are worshipped like goddess Laxmi, Durga and many more. But in actual world they are the most who faces most problems. The government, society, common educated people everyone should come forward to fight this situation. The pandemic will not be won if we loose at our home. We should come forward and help each other in any form so that we can prevent this Coronavirus pandemic as well as anthropogenic pandemic which women are facing at their home.

Should retired Judges be allowed to enter in politics?

Recently, former CJI Ranjan Gogoi was nominated for Rajya sabha membership by President of India. This created a panic among many stakeholders.

The constitution of India is based on doctrine of basic feature as said by Supreme court in kesavananda Bharti case(1973). Separation of power is included in this basic feature doctrine where legislative, executive and judiciary performs their respective functions. Some Judges after retirement want to work and no doubt it is their personal wish to work. But it is not justifiable that they work as a legislative after retirement. This option (of becoming MP) after retirement will create biasness during their tenure as judge.

Ranjan Gogoi has announced several important judgement in favour of NDA government in his tenure. For e.g. Ram Mandir case, Rafale scam etc. Withing few months of retirement his appointment as MP has sparked some theory of his earlier judgements.

Chief election commissioner is not allowed to hold any post in state and central government after his retirement. This was mentioned in constitution by constituent assembly in order to keep this post unbiased towards any institution. However constituent assembly did not thought about the work of chief justice of India after retirement as nothing is mentioned about this in constitution.

Our former Finance minister late Arun Jaitley said to amend the constitution to define the work of CJI post retirement in order to keep this post unbiased. However this has not surfaced at ground level yet. Extending the tenure or increasing the age limit can also be some options to be looked upon as a measure to cater this issue. The time has come that parliament should think about this matter otherwise it will hurt “separation of Power” concept in our constitution in future.

Restriction of fund by Trump to WHO, USA has crippled WHO global health mission.

WHO is a UN body which works for global  health system. It depends mainly on its member countries for its funding and also on some voluntary contributions from other bodies. It has worked quite well in past during several epidemic. It runs several programs regionally like polio eradication in India, controlling Ebola virus from Africa region etc.

Recently, Donald Trump announced to stop its funding from America accusing of the exponentially increasing pandemic of COVID-19. Trump accused WHO that they have neglected this virus while it was at nascent stage in china. This has led to WHO and world to a shock as at this important time a major contribution (15% of WHO budget) has been stopped.

This act of Trump will not only affect world in fighting with coronavirus but also with other disease. Democratic republic of Congo has again seen Ebola virus eruption. They need medical facilities which were provided by WHO. Faction of money is also spent on WHO research program where vaccine of SARS-COV2 is one of the research activity currently higher in need. In India it’s polio eradication program will also be affected.

We are lucky to have Bill gates in this world who has said that they will increase their funding to cope with vaccum created by USA. Germany and China has also joined their hands in filling that gap. At this point of time it is clear that Trump is trying to blame WHO for spike of cases in USA as elections are on hand in Nov. However he should realise his mistake of taking this pandemic lightly like Italy.

No doubt WHO has done some mistakes in realising coronavirus pandemic but seeing their past and their capabilities, member states should come forward and join hands together to fight this pandemic and this can only be through cooperation of each bodies.

With sandwiched between US sanctions and COVID-19 pandemic Iran needs now international cooperation to revive.

After signing nuclear deal JCPOA with US and other members, Iran was performing well economically. However as Trump entered US president office, he came out from Nuclear deal with Iran and put sanctions on it. At that time Iranian leaders were not much worried as it seemed by their words in public.

However, After the arrival of COVID-19 pandemic in Iran they are helpless now. Iran is mainly dependent on its huge oil resources. However with imposed sanctions of US no one apart from China is willing to buy oil from them. Even India has stopped buying oil because of US pressure of rataliations. This has led to decrease their income and hence has affected the country worse. COVID-19 pandemic has also shocked their economy. The deaths are high and cases are exponentially increasing.

Iranian President Hasan Rouhani has urged international organisations and other countries to help them. Also they have urged US to lift sanctions on humanitarian ground. But Businessman turned Politician Trump has clearly specified their views on sanctions continuation. These sanctions have also put other international organisations in dilemma to support Iran. They know if they helped Iran they will have to bear consequences from US.

No doubt China is still buying oil from them through Barter system but as China was in lockdown from past 4-5 months their demand of oil had sharply decreased. China is emerging as a new global power and can overcome US also. China is the only country which can help Iran in these pandemic situation.

However, Other countries should not sit silent. It is the need of hour to have cooperative agenda to fight for this pandemic situation. We cannot leave any country atleast on humanitarian ground.

CAA might be a good gesture of govt. to grant citizenship to illegal migrants but it hurts the principal of foundation of India.

CAA amending citizenship act 1955 grant citizenship to the persecuted minorities of Afghanistan, Bangladesh and Pakistan. Persecuted minorities are referred here as non muslim minority. It is sure houses of those who have got citizenship will fire cracker bestowing their happiness. This govt. was always determined to grant citizenship to refugees and they have done it.

But throughout the country it is being boycotted because of its discriminating nature. Our National freedom fighter were always sure that India will always treat each religion equally. This principle is violated by the policy maker where some communal people is enjoying the power.

Govt. does not talk about other persecuted minorities like Tamils, Rohingya, Madhesi, Ahmedia communities. Also Govt. Has no plan to deport them back to their own country. Critising neighborhood for their pro majority policy has harmed our relation with them. Bangladesh ministers have cancelled many visits to India. We can not afford other Pakistan type relation with our neighbour.

In the mid of all this, one voice is being silented. Voice of Assam of their fear to lose their indigenous culture. They fear as they have seen Tripura where local community is now minority.

The fear of constituent assembly is being proved right now. They said that if any party comes in full majority then it will be cabinet dictatorship and here it is. It’s high time now for judiciary to perform their duty and scrap this law on the doctrine of basic feature and restore the value of constitution of India.

Is creamy layer in SC/ST for reservation is justified?

Recently, Government of India has asked Supreme court to form a committe to look into matter of applying creamy layer criteria in reservation to SCs and STs just like we have for OBCs. Creamy layer put economically strong persons out from reservation.

Reservation to SCs and STs were given not because they were not well off economically but because of discrimination they faced past 2000 years. Untouchability was the main issue at that time however today finished on paper but still prevalent at some places. If a person enters in job no doubt he become well economically however he still faces stigma of discrimination in promotions and also in dealing with his/her work.

This is just like women demanding reservation everywhere not because they are not strong economically but because they are discriminated on the basis of gender. So government need to first have some data about discrimination they face in Jobs, educational institutions and other places. It should act accordingly then.

However for now government can end subsidies provided to economically strong SCs and STs. Because once they enter into job they are well for paying LPG cost, Higher education cost of their childrens etc. Ending subsidies is correct step now rather than ending reservation for well paid SCs and STs.

India’s huge population- a burden or an opportunity for the country.

Recently, United Nation announced in their report that India will be largest populous country in the world by 2027. The average age of Indians will be 38.1 years by 2050. This estimate has opened many debates across the globe for challenges of the country in development.

Population growth is the mainly result of better development of medical services which decreased infant mortality rate and also increased average age of a human. Pre- independence average age of human was 31-35 years. Now with the advancement of medical technology it has increased to 60-65 years.

No doubt, huge population is always a threat for limited resources. Be it water, lands, minerals, fuels everything is limited in number and sharing these things among huge mass is threat to sustainable development. Population increase also possess threat for administration and policy framing. As India is the most diversified country and population growth is not limited to single diversity.

However, we need to look population growth issue other way. More young population means more workforce for the globe. We need to convert human to human capital by imparting them skills. There are many countries where workforce has saturated. Japan average age has increased and they need young minds. There is no cheap labour available in China now. India should take these as opportunity and government should frame policies according to these situations.

Government of India has put some focus on this advantage. They have initiated scheme such as Skill India, Atal innovation mission, startup India etc. These schemes are performing well. However government need to do something from grassroot level. The highest priority should be on educating young mind so that they can work for abroad companies. This will enhance India in many ways like strengthening forex reserve, huge remittance etc.

In Democracy, government cannot adopt china’ s two child policy. However government can put some moral obligations on people of India. Assam government has put strict rules to curb population growth by denying job to parents of more than 2 children. Its the time government should focus more on educating young minds and curb the issue.

In past British colonised the world and now its turn for US and China to digitally colonise it.

It is well known to us about our freedom struggle against British in the past. Now the colonisation has again started but this time it has quite different form. It is digital colonisation. Digital colonisation refers to owning other sovereign country data and not keeping data in the operating country. For example Amazon keeps Indian customer data in US and not in India. This is Digital colonialism.

Is it a threat to a sovereign country? Definitely, yes!

With the development of technology, mobile phone has become much cheaper than past. This has created huge market for social media sites, e-commerce companies and many such companies which operates worldwide. They continuously keep a check on our browsing and show us similar things. This affects our mind and those companies succeed in their objective.

Today all these type of major companies belong to either US or china. For example Google, facebook, xiaomi, Ali baba etc. Their government can do anything sitting in their own country. They can affect election results, economy of other countries.

India is strictly against data sharing. India boycotted meeting chaired by japan aimed for data sharing at G20 summit in osaka. RBI has strict guidelines for banking apps to keep data in India otherwise they will not be allowed for business. This policy has also put India in dilema to sign Regional comprehensive economic partnership(RCEP) free trade agreement.

India- US relationship has also worsen because of this as US does not want to go for data localisation as this will add extra cost to them. Recently India asked APPLE for sharing location data of Unnao rape accused BJP MLA. If data would have been in our territory then case would not have been put on halt. Government of India has drafted data localisation bill and soon will put on the parliament table. This shows the seriousness of India towards this issue.

We do not want to be colonised again as it affects us in worst way and Government of India is doing its best to bring its citizens data back to India.

Government of India’s dream of becoming 5 trillion dollar economy by 2024 is lacking policy on stopping brain drain.

Recently government of India has announced its aim to become 5 trillion dollar economy by 2024. It is a optimistic dream if all challenges are addressed efficiently. Policies such as Make in India, Financial inclusion, reduction in corporate tax, mudra loan, priority sector lending etc. have been put on the table to achieve this goal. These all are good policies and will give result if implemented efficiently. However, one thing government is ignoring is to curb brain drain challenges.

Brain drain means migration of our human capital to other countries for their personal growth. Many eminent person like Raghuram Rajan, Satya Nadella, Pranav mistry ,2019 noble prize winner Abhijeet banerjee have migrated to west in search of better academic and personal growth. No doubt they are making us proud however if they would have performed their duties on home soil, our country would have benefitted much. Every year nearly 5000 students get admitted for PHD in US and 5% of them return back. They return back because of either family reason or patriotism (This is my personal observation).

It is not like that government is doing nothing to solve this Brain drain issue. GoI has launched PMRF scheme which provides financial assistance to IITs and NITs and some renowned institute students for pursuing PHD. Apart from this GoI is now focusing on start-up companies and assisting them financially as well as legally to compete with global companies. Parliament will bring new education policy bill in this winter session and this time it is expected to have more % share for Higher education expenditure.

So now one can ask how Brain drain will help India to achieve its GDP target? India is lacking far behind western countries and Asian giants in field of technology. Our mostly defence equipments are imported. We import solar panels. No Indian companies have developed 5G technology. These all challenges are because India invests very less in research and development. If we start developing and manufacturing in our country it will surely solve many social issues and help to achieve GDP target. Government must focus on this and equip their labs with better facilities and provide better workplace and opportunity to stop Brain drain.

Many MNCs have technical center in India but they all just have managerial job and act as a interface between parent company and customer. So its high time for government to step in form better efficient policies to solve this situation and make India global leader.
